Not to sound paranoid, but sometimes voters are right to be paranoid =20
about whether their vote actually gets counted.
In Florida, an open congressional seat was won last week by 373 votes. =20
But the touch-screen voting machines used in the election showed a =20
whopping 13 percent of the voters didn't cast ballots in the race. By =20
contrast, only 1 percent of them didn't vote in the race for governor =20
or U.S. senator.
For 18,000 people to not vote in one of the hottest races in the state =20
is unbelievable. So unbelievable that many think it wasn't =20
under-voting but the computers not recording some of the ballots. =20
Since there's no paper record of those votes, it is impossible for =20
officials to go back and determine how those 18,000 people voted.
(Paranoids take note: There are 19 counties in Iowa where voters cast =20
ballots on similar touch-screen machines.)
In Iowa last week, hundreds of absentee voters inadvertently negated =20
their ballot by failing to sign and seal it properly. Others failed to =20
return them in time.
Also, in Woodbury County, a young Democratic Party staffer forgot to =20
turn in 14 absentee ballots he'd collected. So, 14 individuals were =20
disenfranchised by ineptitude.
The state party said he was fired. (Which isn't saying much, since =20
these workers lose their jobs anyway after an election.) The party =20
says it is taking steps to make sure it doesn't happen again.
But Iowans were given those same assurances by the same state =20
Democratic Party in 2002, when 44 absentee ballots from Johnson County =20
showed up in a locked box at the party offices in Des Moines after the =20
election.
(At least they are making progress, right? By 2010, they'll lose only =20
six or seven ballots.)
Sometimes, elections get decided by 14 votes or 44 votes. Someday, one =20
of these screw-ups is going to cost some Democrat a victory. Maybe =20
then the party will get serious about quality control.
Until they do, voters should probably try to vote in person. If they =20
must vote absentee, do it correctly and mail it back immediately. Or =20
vote early at a satellite station.
The last thing you want to do is hand your vote to some =20
hormone-charged 20-something with other things on his mind.
In Iowa, there's hope. The Democrats have taken control of the =20
governorship, the Legislature and the secretary of state position, =20
which is increasingly important in the administration of elections.
These new officials need to follow their party platform and mandate a =20
"voter-verified paper audit trail" for Iowa ballots. Voters could =20
still vote on a touch-screen machine, but would get a paper slip, =20
similar to a credit-card receipt, that shows how they voted. That slip =20
is then left with the poll workers as the paper back-up in case the =20
computer goes "pfttt."
Even this solution might not be enough. Did the computer count the =20
vote the way the voter intended? How do we know? Some random checks =20
and audits would help, but it would be even better to require all =20
counties to use precinct-based, optically scanned voting machines.
Voters fill out the ovals on a ballot and then feed the document into =20
a scanning device that records their vote. If there's a problem, the =20
scanner spits the ballot back so the voter can get a new one. And if =20
the machine crashes, as all computers seem to do at times, the paper =20
ballot serves as a backup document for the final count or recount.
Having some counties use those machines while other counties use =20
touch-screens seems to be unconstitutional since different voters are =20
treated differently. Touch-screen voters could be at greater risk of =20
having their votes lost than those voting on scannable (and =20
recountable) ballots.
Getting all Iowans to vote the same way would mean 19 counties will =20
have to scrap their new high-tech machines. Perhaps the state can help =20
defray the cost of replacement scanners.
It would be worth the expense to restore public confidence in our =20
elections, especially in a state like Iowa, where so many important =20
elections are decided by narrow margins.
