It is always important to put the word "District" in when referring to =
the "Soil and Water Conservation District Commissions".

"Conservation Boards" deal with the county parks.

This is a source of endless confusion.

That said, the S&WCDC system is amazing in its efficiency and its =
ability to get so much done with so little money.  It is truly an =
argument for local control of government matching funds.  I encourange =
all of you to attend meetings to find out more about this unusual system =
within our government.

concerns while also stressing greater efficiency and cost effectiveness. =
There are a number of layers of government that could be streamlined for =
greater efficiency and cost saving
