Concerns and rumors about a possible strike on Iran (most likely to =20
take out one of their reactors, with the potential by-product of =20
several thousand people also "taken out") started surfacing a couple =20
weeks ago, but the idea has been part of PNAC's long-term plan. Here =20

UN passes new Iran sanctions resolution
The UN Security Council has unanimously approved a resolution =3D
authorizing expanded sanctions against Iran for its continuing failure =3D
to halt uranium enrichment.=3D20
After the vote, Iran dismissed the resolution as "unnecessary and =3D
unjustified."=3D20
The resolution broadens sanctions imposed on Iran in December for =3D
ignoring repeated demands to suspend its sensitive nuclear fuel work.=3D20
Today's vote was the culmination of a weeklong diplomatic push by the =3D
five permanent members of the Security Council, plus Germany.=3D20
"The result of the voting is as follows: the draft resolution received =3D
15 votes in favor," South African UN Ambassador Dumisani Kumalo, who is =3D
the current president of the Security Council, announced. "The draft =3D
resolution has been adopted unanimously as Resolution 1747 of 2007."=3D20
Details of the resolution
The new resolution bans all Iranian arms exports and asks countries to =3D
restrict financial aid and loans to Tehran. It also freezes the assets =3D
of 28 additional officials and institutions linked to Iran's nuclear and =3D
missile programs. About one-third of those officials are linked to =3D
Iran's elite Revolutionary Guard Corps.=3D20
The resolution gives Tehran 60 more days to comply with UN demands or =3D
face what the measure calls "further appropriate measures" under Article =3D
41 of the UN Charter. That would include further economic sanctions, but =3D
not military force. It also calls for a voluntary travel embargo against =3D
Iranian officials named in the text.=3D20
After the vote, British UN Ambassador Emyr Jones Parry read a statement =3D
on behalf of the five veto-wielding members of the Security Council - =3D
Britain, China, France, Russia and the United States - plus Germany and =3D
the high representative of the European Union.=3D20
"The unanimous adoption of Security Council Resolution 1747 reflects the =3D
international community's profound concerns over Iran's nuclear =3D
programs," he said. "We deplore Iran's failure to comply with the =3D
earlier resolutions of the Security Council and the International Atomic =3D
Energy Agency, and we call upon Iran, once again, to comply fully with =3D
all its international obligations."=3D20
Jones Parry also addressed the council in his capacity as Britain's =3D
representative.=3D20
"This resolution, building upon resolutions 1696 and 1737, sends a =3D
unanimous and unambiguous signal to the government and people of Iran," =3D
he said. "To both, we say that we prefer and are committed to the path =3D
of cooperation, but we say also that the path of proliferation by Iran =3D
is not one that the international community can accept."=3D20
Acting US Ambassador to the UN Alejandro Wolff also welcomed the action =3D
and the show of international solidarity.=3D20
"The United States is pleased that the Security Council has, once again, =3D
unanimously taken action against what is clearly a grave threat to =3D
international peace and security," Wolff said.=3D20
"While we hope that Iran responds to this resolution by complying with =3D
its international legal obligations," he added. "The United States is =3D
fully prepared to support additional measures in 60 days should Iran =3D
choose another course."=3D20
Iran's reaction
Iran has consistently rejected charges that it is seeking to develop =3D
atomic weapons, saying its nuclear program is intended only to generate =3D
electricity.=3D20
Iranian Foreign Minister Manuchehr Mottaki, addressing the Security =3D
Council after today's vote, called the resolution "unnecessary and =3D
unjustified" and said Iran presents no threat to international peace or =3D
security.=3D20
He reiterated that Iran's nuclear program is intended for "completely =3D
peaceful" purposes.=3D20
"This is the fourth time in the last 12 months that an unwarranted move =3D
orchestrated by a few of its permanent members, the Security Council is =3D
being abused to take an unlawful, unnecessary, and unjustifiable action =3D
against the peaceful nuclear program of the Islamic Republic of Iran, =3D
which presents no threat to international peace and security," Mottaki =3D
said.=3D20
Ahmadinejad did not appear
Iranian President Mahmud Ahmadinejad had been expected to address the =3D
Security Council today. But he canceled the trip to New York at the last =3D
minute. The United States has rejected Iranian allegations that it =3D
failed to issue visas early enough to allow Ahmadinejad to make the =3D
trip.=3D20
The draft of the resolution was agreed by the five veto-wielding members =3D
of the Security Council, plus Germany, on 23 March. It was later amended =3D
in an effort to overcome the objections of several elected members of =3D
the Security Council, including South Africa, Indonesia and Qatar.=3D20
This latest resolution builds upon an earlier Security Council =3D
resolution, adopted on 23 December, that banned trade in sensitive =3D
nuclear and missile technology. It also froze the assets of officials =3D
linked to Iran's atomic programs.=3D20
The new resolution says sanctions will be suspended if the UN's nuclear =3D
agency, the International Atomic Energy Agency, confirms that Iran has =3D
suspended its uranium-enrichment

The Bush administration continues moving closer to a nuclear attack on =3D
Iran, and we ignore the obvious buildup at our peril.
Russian media is sounding alarms. In February, ultra-nationalist leader =3D
Vladimir Shirinovsky warned that the US would launch a strike against =3D
Tehran at the end of this month. Then last week, the Russian News and =3D
Information Agency Novosti (RIA-Novosti) quoted military experts =3D
predicting the US will attack Iran on April 6th, Good Friday. According =3D
to RIA-Novosti, the imminent assault will target Iranian air and naval =3D
defense capabilities, armed forces headquarters as well as key economic =3D
assets and administration headquarters. Massive air strikes will be =3D
deployed, possibly tactical nuclear weapons as well, and the Bush =3D
administration will attempt to exploit the resulting chaos and political =3D
unrest by installing a pro-US government.=3D20
Sound familiar? It's Iraq d=3DE9j=3DE0 vu all over again, and we know how =
=3D
well that war has gone.
Seymour Hersh has published numerous articles in The New Yorker =3D
detailing the Bush administration's plans to invade Iran. His latest, =3D
"The Redirection," discusses US participation in Iran-based clandestine =3D
operations, the kidnapping of hundreds of Iranians (including many =3D
"humanitarian and aid workers") by US forces and the shocking revelation =3D
that an Iran-Contra-type scandal has been run out of Vice President Dick =3D
Cheney's office with some of the illicit funds going to groups =3D
"sympathetic to al-Qaeda."
"The Redirection" also reports that the Pentagon has been planning to =3D
bomb Iran for a year and that a recently-established group connected to =3D
the Joint Chiefs of Staff is formulating a assault strategy to be =3D
implemented "upon orders from the President, within twenty-four hours." =3D
Hersh notes that current capabilities "allow for an attack order this =3D
spring," possibly when four US aircraft-carrier battle groups are =3D
scheduled to be in the Persian Gulf simultaneously.
Meanwhile, the Democratic Congress busies itself with non-binding, timid =3D
resolutions on Iraq and recently altered a military-funding bill to make =3D
it easier for Bush to invade Iran. As Rep. Shelley Berkley (D-NV) =3D
explained, language demanding that Bush seek congressional approval =3D
before attacking Iran "would take away perhaps the most important =3D
negotiating tool that the U.S. has when it comes to Iran."
Such sheer ignorance and blind denial would be laughable if it weren't =3D
marching us into Armageddon.
But with this Administration (and this Congress, apparently) diplomacy =3D
be damned.
It's now widely known that Iran had broached peace talks with the US in =3D
2003 - Secretary of State Condoleeza Rice admitted as much in 2006 when =3D
she said, "what the Iranians wanted earlier was to be one-on-one with =3D
the United States." Yet the White House rejected Tehran's overture =3D
outright and Rice has since developed selective amnesia, later saying of =3D
the Iranian proposal, "I don't remember seeing any such thing. "=3D20
For its part, the UN Security Council recently tightened sanctions aimed =3D
at pressuring Iran to cease uranium enrichment, and in response, Iran =3D
announced it would cooperate less with the International Atomic Energy =3D
Agency.
It's worth noting that Iran is a signatory to the Nuclear =3D
Non-Proliferation Treaty (NPT) and says that its program falls under the =3D
legally permitted right to "peacefully use nuclear technology." In =3D
contrast, Israel has neither signed nor ratified the NPT and the US =3D
would breach the Treaty by conducting a nuclear attack against Iran.
Besides, the Bush administration's message to its enemies has been very =3D
clear: if you possess WMD you're safe, and if you don't, you're fair =3D
game. Iraq had no nuclear weapons and was invaded, Iran doesn't as well =3D
and risks attack, yet that other "Axis of Evil" country, North Korea, =3D
reportedly does have nuclear weapons and is left alone. When considering =3D
that India and Pakistan (and presumably Israel) developed secret nuclear =3D
weapons programs yet remain on good terms with Washington, the case for =3D
war becomes even more tenuous.
What consequences would arise from a US attack on Iran? Retaliation, for =3D
one. Tehran promised a "crushing response" to any US or Israeli assault, =3D
and while the country - ironically - doesn't possess nuclear weapons to =3D
scare off attackers, it does have other options. Iran boasts a standing =3D
army estimated at 450,000 personnel, as well as long-range missiles that =3D
could hit Israel and possibly even Europe. In addition, much of the =3D
world's oil supply is transported through the Strait of Hormuz, a narrow =3D
stretch of water which Iran borders to the north. In 1997, Iran's deputy =3D
foreign minister warned that the country might close off that shipping =3D
route if ever threatened, and it wouldn't be difficult. Just a few =3D
missiles or gunboats could bring down vessels and block the Strait, =3D
thereby threatening the global oil supply and shooting the price of =3D
crude oil to over $100 a barrel, with untold negative consequences for =3D
the world economy.
An attack on Iran would also inflame tensions in the Middle East, and =3D
could tip the scales towards a new geopolitical balance, one in which =3D
the US finds itself shut out by Russia, China, Iran, Muslim countries =3D
and the many others Bush has managed to alienate during his period in =3D
office.
The most horrific impact of a US assault on Iran, of course, would be =3D
the potentially catastrophic number of casualties. The Oxford Research =3D
Group predicted that up to 10,000 people would die if the US bombed =3D
Iran's nuclear sites, and that an attack on the Bushehr nuclear reactor =3D
could send a radioactive cloud over the Gulf. If the US uses nuclear =3D
weapons, such as earth-penetrating "bunker buster" bombs, radioactive =3D
fallout would become even more disastrous.
The devastating implications of a US strike on Iran are clear. And that =3D
begs the question: how could the US public be convinced to enter another =3D
potentially ugly and protracted war?
Former CIA Officer Philip Giraldi chillingly noted that the Pentagon's =3D
plans to attack Iran were drawn up "to be employed in response to =3D
another 9/11-type terrorist attack on the United States." Writing in The =3D
American Conservative in August 2005, Giraldi added, "The plan includes =3D
a large-scale air assault on Iran employing both conventional and =3D
tactical nuclear weapons. Within Iran there are more than 450 major =3D
strategic targets, including numerous suspected nuclear-weapons-program =3D
development sites ... As in the case of Iraq, the response is not =3D
conditional on Iran actually being involved in the act of terrorism =3D
directed against the United States."
Chew on that one a minute. The Pentagon's plan would be in response to a =3D
terrorist attack on the US, but not contingent upon Iran actually having =3D
been responsible. How outlandish is this scenario: another 9/11 hits the =3D
US, the administration says it has secret information implicating Iran, =3D
the US population demands retribution and bombs start dropping on =3D
Tehran.
While even contemplating another 9/11 brings shudders, it's worth noting =3D
that last year, Congress quietly approved provisions making it easier =3D
for the President to declare federal martial law after a domestic =3D
terrorist incident.=3D20
And recall that in late 2003, General Tommy Franks openly speculated on =3D
how a new 9/11 could lead to a military form of government: "a =3D
terrorist, massive, casualty-producing event somewhere in the Western =3D
world - it may be in the United States of America - that causes our =3D
population to question our own Constitution and to begin to militarize =3D
our country in order to avoid a repeat of another mass, =3D
casualty-producing event. Which in fact, then begins to unravel the =3D
fabric of our Constitution."
Meanwhile, Iran conducted wargames in the Persian Gulf last week and =3D
just yesterday, the US Navy began its largest maneuvers in the region =3D
since the 2003 Iraq invasion, complete with over 100 US warplanes and =3D
10,000 personnel.
The clock is ticking, and there's far too much at stake.
If you're from the US, contact your Senators today and ask them to =3D
support the Webb amendment prohibiting the Administration from attacking =3D
Iran without congressional approval. Tell them to support the Sen. =3D
Patrick Leahy (D-VT) and Sen. Kit Bond (R-Mo.) bill making it harder for =3D
Bush to declare martial law and take over the National Guard, and while =3D
you're at it, tell your Senators to only fund troop withdrawal and to =3D
bring the troops home. Thank those Congress members who voted against =3D
more war funding. We could be looking at WWIII. The time for positive =3D
action is now.

MOSCOW, March 28 (RIA Novosti) - U.S. and Russian Presidents George W. =3D
Bush and Vladimir Putin discussed on the phone Wednesday key =3D
international issues, the Kremlin press service said.=3D20
Bush said that his country was ready to discuss in detail U.S. plans to =3D
deploy elements of its missile shield in Europe, which have provoked =3D
concerns among the Russian authorities.=3D20
Washington has announced its intention of deploying elements of its =3D
missile shield in Poland and the Czech Republic, citing possible threats =3D
from Iran or North Korea as a reason for the program, and will soon =3D
begin consultations with these countries.=3D20
On Wednesday, the Czech government confirmed that it will begin official =3D
talks with the U.S. on the deployment of the system on its territory. =3D
The negotiations will start as soon as possible, and will last through =3D
to the end of 2007.=3D20
Russian Foreign Minister Sergei Lavrov said earlier Moscow will be =3D
guided by a principle of "reasonable sufficiency" in its response to =3D
U.S. missile shield plans in Europe, adding that Washington had so far =3D
failed to offer a clear explanation of its hasty unilateral efforts.=3D20
Putin and Bush agreed to continue regular dialogue on the issue at all =3D
levels.=3D20
The two leaders also discussed the Iranian problem and said a new UN =3D
Security Council resolution on Tehran ruled out any use of force.=3D20
Last week the 15-nation UN Security Council voted to introduce =3D
additional sanctions against Iran over its failure to meet the =3D
requirements set in December's resolution and give up nuclear research.=3D20
The new UN resolution gives Tehran 60 days to suspend those elements of =3D
nuclear research, which have nothing to do with energy generation, and =3D
to resume negotiations. After the deadline expires, the UN Security =3D
Council will return to the issue.=3D20
Iran responded by saying it would reduce cooperation with International =3D
Atomic Energy Agency (IAEA) inspectors until its nuclear file was =3D
returned to the agency from the UN Security Council. President Mahmoud =3D
Ahmadinejad said Sunday the resolution would not stop his country's =3D
nuclear program "for a second."=3D20
The new sanctions against Iran, which is suspected of pursuing a covert =3D
weapons program, stipulate freezing accounts of 13 companies and 15 =3D
individuals associated with Iran's uranium enrichment program and =3D

approves UN special envoy Marti Ahtisaari's plan on the status of =3D

Ahtisaari has proposed that the province be granted internationally =3D
supervised sovereignty, but Serbian authorities have strongly opposed =3D
the plan as a threat to Serbia's national sovereignty and territorial =3D

On Monday Ahtisaari returned his proposals on the future status of the =3D
breakaway Serbian province to the UN Security Council following =3D
fruitless top-level talks in Vienna between Pristina, Belgrade and the =3D

Serbia's predominantly ethnic Albanian Kosovo province, which has a =3D
population of two million, has been a UN protectorate since NATO's =3D

MOSCOW, March 27 (RIA Novosti) - Moscow urges the United States to =3D
avoid escalating tensions around Iran over its nuclear program as it =3D
could lead to a "clash of civilizations," the Foreign Ministry said =3D
Tuesday.=3D20
Washington has been pushing for tougher international sanctions against =3D
Iran, which it suspects of pursuing a nuclear weapons program. The UN =3D
Security Council passed a new resolution Saturday introducing further =3D
sanctions on Iran.=3D20
"The international community should not risk escalating the situation =3D
around Iran and should wait for the U.S. to make a good-faith effort to =3D
normalize relations with Tehran," the Foreign Ministry said in a foreign =3D
policy review signed by the president.=3D20
The Russian ministry said the Iran crisis could have devastating =3D
consequences for relations between "civilizations," and then the U.S. =3D
would have to prove it is not preparing for a "clash of civilizations" =3D
by building up "Fortress America," separated from the rest of the world =3D
by two oceans and strict border controls.=3D20
The term "clash of civilizations" is part of a theory that people of =3D
different cultures and religions will be involved in a post-Cold War =3D
conflict. Samuel P. Huntington popularized and expanded the term in his =3D
book The Clash of Civilizations and the Remaking of World Order in 1996. =3D
The Russian ministry said the U.S. was capable of reaching a compromise =3D
with Iran, and cited a visit by former Iranian President Mohammad =3D
Khatami to the U.S. in August.=3D20
"The trip of former Iranian President Khatami to the U.S. in August =3D
showed that dialogue between civilizations could become a useful channel =3D
for the Americans to establish contacts with Tehran," said the ministry =3D
review ordered by President Vladimir Putin in June.=3D20
Khatami was the most senior Iranian official to visit the U.S. outside =3D
the UN framework in more than two decades after the Islamic Revolution =3D
and the embassy hostage crisis in Iran.=3D20
Unlike the U.S., Russia, which is building a nuclear power plant in =3D
southern Iran, has opposed any tough sanctions against the Islamic =3D
Republic. Russian authorities have also been seriously alarmed by U.S. =3D
plans to deploy a missile shield in Central Europe to prevent possible =3D
strikes from Iran or North Korea.=3D20
In his outspoken address to the Munich security conference in February, =3D
President Putin said the U.S. missile defense plans could trigger a new =3D
arms race, and accused the U.S. of ignoring international law and =3D

"We are seeing an increasing disregard for the fundamental principles of =3D
international law," Putin said, adding that Russia would amend its =3D

USS Nimitz nuclear carrier
The advice came from officers with US Central Command 5th Fleet HQ at =3D
Manama, who spoke of security tension, a hint at an approaching war with =3D
Iran. Arab sources report the positioning of a Patriot anti-missile =3D
battery in Bahrain this week; they say occupancy at emirate hotels has =3D
soared past 90% due mostly to the influx of US military personnel. They =3D
also report Western media crews normally employed in military coverage =3D
are arriving in packs.=3D20
Thursday, March 29, Gen. Khaled al-'Absi, Bahrain's chief of air defense =3D
operations disclosed that new alarm networks had been installed and air =3D
defense systems upgraded to handle chemical, biological and radioactive =3D
attacks.
The USS Nimitz and its support ships will be departing San Diego Monday, =3D
April 2, to join the John C. Stennis Strike Group in the Persian Gulf. =3D
The nuclear carrier is due to relieve the USS Dwight D. Eisenhower , but =3D
military sources in the Gulf believe all three US carriers will stay put =3D
if tensions continue to climb or if fighting breaks out involving =3D
American, British and Iranian forces.
The mighty American armada is further supported by the USS Bataan and =3D
USS Boxer strike groups.
War tensions have been triggered most recently by the crisis over the =3D
seized British sailors and large-scale US sea, air and amphibious =3D
exercises in the Gulf.
1. DEBKAfile's Tehran sources report that in the contest within the =3D
Iranian leadership over how to handle the affair of the captured British =3D
seamen, the wildest radical element has gained the upper hand, reducing =3D
the prospects of their imminent release. Heading the tough Tehran =3D
faction are hardline president Mahmoud Ahmadinejad and Gen. Rahim =3D
Safavi, commander of the Revolutionary Guards whose naval wing performed =3D
the seizure.
They gained strength from the British premier Tony Blair's initial =3D
passive, semi-conciliatory response. Tehran quickly grasped it had =3D
acquired not just a propaganda tool but a military asset, which the UK =3D
cannot match as long as the Americans desist from throwing their =3D
military might into the fray. Washington has refused to risk of a =3D
full-scale war confrontation with the Revolutionary Guards for the sake =3D
of the British sailors.
Iranian strategists also registered that, although the Blair government =3D
has begun moving mountains to gain the freedom of the marine crew held =3D
in Tehran, London appeared fairly laid back about the kidnap of BBC =3D
correspondent Alan Johnston in broad daylight by gunmen in Palestinian =3D
Gaza, although three weeks had gone by.=3D20
Revolutionary Guards serving with Palestinian terrorist groups in Gaza =3D
no doubt filed a full report on the Johnston case to Tehran, which drew =3D
its own conclusions.
2. Taking part in the big demonstration of American naval, air and =3D
marine force launched March 27 are the two nuclear carrier strike forces =3D
Stennis and Eisenhower , thousands of marines and 100 warplanes. =3D
Maneuvers on this scale in the tight, overcrowded waters of the Persian =3D
Gulf carry risks of a collision between American and Iranian craft.
DEBKAfile's military sources report that the Nimitz group is composed of =3D
the Princeton guided-missile cruiser, four guided missile destroyers - =3D
the Higgins , Chafee , John Paul Jones and Pinckney . The strike force =3D
is armed with two helicopter squadrons and a special unit for =3D
