Thanks for giving the link.  In tracking down the
bill, I found it was an Omnibus Crime Bill, entitled,
H.R.3355, Violent Crime Control and Law Enforcement
Act of 1994.  The direct link is here:

 By voting for this bill, Cynthia did vote for some of
the three strikes provisions.  The bill also contains
definitions for when the death penalty is acceptable.
So she voted for that also.

  However, if she had voted against the bill, she
would have been voting against, among other things,
the Violence Against Women Act, the Sexual Predators
Act, Grants for Women's Shelters, Drunk Driving and
Firearms Laws, and Youth Programs to prevent
involvement in criminal activity.

  We had better get used to the fact that politics is
not about maintaining a pure and principled stand on
every thing because it is impossible.  This is the
type of decision an actual politician must make.
Overall, was the vote positive, in spite of negatives
within the bill?
