Here's the text from the GPWiki:About page:

The GPWiki is envisioned as a tool for committees of the Green Party of the
United States to use in creating documents, storing data, online discussion,
and so forth. The cooperative editing environment of a wiki is in direct
accord with the Ten Key Values of the GP-US, in particular, the values of
Grassroots Democracy, Decentralization, and Personal Responsibility.

General help on using the wiki is at GPWiki:Help. Anyone who is a registered
user may contribute to the GPWiki by clicking on the Edit tab at the top of
each page. Before starting to contribute, however, you should check out the
Help page and the GPWiki:FAQ page. Take a look at naming pages before
creating new pages, too.

To contact individual GPWiki users, you should leave them a message on their
talk page.

The wiki is limited to text only; for the time being, uploading of images is
disabled.

Q: What is a wiki?

A: A wiki is an online community created by its users. One of the main
features shared by most wikis is that they are cooperative editing
environments, that is, users may edit each others' work virtually
simultaneously. Thus everyone is an editor.

The GPWiki:Welcome page also has a basic description of wikis.

Now, as to posting a description, I'm not sure where that would be posted,
but here's a crack at one:

The Green Party Wiki, or GPWiki, is an online cooperative editing
environment, a webpage with multiple webmasters, similar to a blog. 

Unlike a blog or a webpage, a wiki keeps track of who edits what and it
keeps earlier versions of its pages available to its users. Thus, if a user
makes a mistake, such as deleting important text, it is easy to rectify.
Wiki pages may be categorized, for ease of organization and navigation, and
are easily linked to other pages both within and without the wiki. Every
article, category, or user page also has a talk or discussion page
associated with it, so that changes may be discussed and a record of the
discussion kept, users can communicate with each other, and drafts may be
experimented on. 

Users may also create personal "Sandboxes" for drafting work to be placed on
the wiki by creating a user subpage and later transferring the text to a new
page. Editing and working on a wiki are fairly easy, but require learning a
simple "wiki markup" language (wiki markup makes html look like a complex
jumble).

The GPWiki is hosting pages for all standing committees and some working
groups of the GPUS; GPAX, Green Pages, Forum Managers, and Outreach are the
four active groups currently using the wiki.
