Outdoing Hillary Clinton's Bellicose Bill for 80,000 More US Troops
The main organization behind Bill, Hillary Clinton, and Al Gore,
,notice that the Democratic Leadership Council's (DLC) plan calls for
100,000 more soldiers in the Army and a beefed up Special Forces and
Marine Corps, and "Universal Citizen Service" -- a mild way of
introducing a draft.
Isn't it time the so-called progressive democrats stop banning peace and
anti-terrorist voters like Ralph Nader and Unapologetic independents and
greens on their "peace" or "peace and justice" listserves and start opposing
their cynical "win no matter how much violence and anti-woman politics" you
have to support.

the <BR>>shallower the political system's response seems to=20
be.<BR>><BR>>We've spent much of our careers helping Democrats =
win. But in=20
our <BR>>view, that is the right answer to the wrong question. The =
politics=20
<BR>>of the Bush era, on both sides of the aisle, was based on a =
mistaken=20
<BR>>premise. America is not a partisan prize or political project.=20
<BR>>Without a map to the challenges of the new era, all political =
roads=20
<BR>>lead to ruin.<BR>><BR>>The economic arrangements Americans =
depend=20
on have stayed the same <BR>>for generations. America's social =
contract was=20
designed for the <BR>>1930s. Our safety net was built for the 1960s. =
Our=20
preparations for <BR>>the 21st century came to a halt at the end of =
the=20
20th.<BR>><BR>>Instead of mourning old arrangements, we should =
make new=20
ones. But <BR>>none of our new ideas will turn this country around =
unless=20
America <BR>>decides to bring back an old idea: responsibility. If we =
want=20
<BR>>America to be the land of opportunity, it must be the land of=20
<BR>>responsibility as well. Responsibility begins at the top. That =
means=20
<BR>>living up to the highest standards of public service. Above all, =
it=20
<BR>>means doing right by the future by making honest, good-faith =
efforts=20
<BR>>to solve the country's problems.<BR>><BR>>It's time for a =
new=20
politics of national purpose. If we're going to <BR>>turn the country =
around,=20
we need a bold agenda that can be counted <BR>>off on one hand. =
That's why we=20
propose five big ideas that address <BR>>America's most pressing =
national=20
challenges and break with the <BR>>status quo. They can be put into =
action=20
right away.<BR>><BR>>1. A New Social Contract: What You Can Do for =
Your=20
Country, and What <BR>>Your Country Can Do for You. First, we need a =
new=20
bargain between <BR>>the people and their government, based on four =
new=20
mutual <BR>>obligations: universal citizen service, universal college =
access,=20
<BR>>universal retirement savings, and universal children's health =
care.=20
<BR>>The terms of this bargain may be new, but the bedrock principle =
is=20
<BR>>not: You do your part, and your government, your company, and =
your=20
<BR>>country will do theirs.<BR>><BR>>Universal Citizen =
Service.=20
Citizenship is a responsibility, not an <BR>>entitlement program. If =
your=20
leaders aren't challenging you to do <BR>>your part, they aren't =
doing=20
theirs. We need a new patriotism that <BR>>brings out the patriot in =
all of=20
us by establishing, for the first <BR>>time, an ethic of universal =
citizen=20
service. All Americans between <BR>>the ages of 18 and 25 should be =
asked to=20
serve their country by <BR>>going through three months of basic civil =
defense=20
training and <BR>>community service. This is not a draft -- nor is it =
military. Young <BR>>people will be trained not as soldiers, but =
simply as=20
citizens who <BR>>understand their responsibilities in the event of =
natural=20
disaster, <BR>>epidemic, or terrorist attack. Universal citizen =
service will=20
bring <BR>>Americans of every background together to make America =
safer and=20
<BR>>more united in common national purpose.<BR>>Universal College =
Access.=20
We must make a college degree as universal <BR>>as a high school =
diploma. We=20
have an education system built in the <BR>>last century. In this new =
era,=20
college will be the greatest engine <BR>>of opportunity for our =
society and=20
our economy. Just as Abraham <BR>>Lincoln gave land grants to endow =
our great=20
public universities, we <BR>>should give the states tuition grants to =
make=20
college free for those <BR>>willing to work, serve, and excel. A =
College Tax=20
Credit should <BR>>replace the five major existing education tax =
incentives=20
with a <BR>>simple $3,000-a-year credit -- fully refundable and =
available for=20
<BR>>four years of college and two years of graduate school. It would =
<BR>>help 6 million full-time students cover more than half the =
average=20
<BR>>cost of tuition at a public university.<BR>>Universal =
Retirement=20
Savings. From now on, every job ought to come <BR>>with a 401(k). An =
aging=20
society cannot afford to keep saving less <BR>>and risking more. We =
need new=20
means to create wealth. Employers <BR>>should be required to offer =
401(k)'s,=20
and workers will be enrolled <BR>>unless they choose otherwise. If =
they=20
switch jobs, they should be <BR>>able to take their account with =
them. When=20
their paycheck goes up, <BR>>so should their savings. Instead of a =
workforce=20
in which only half <BR>>the workers have retirement savings plans, =
every=20
American will have <BR>>one.<BR>>Universal Children's Health Care. =
We need=20
to cut the cost of health <BR>>care so that every business can afford =
it, and=20
every child in <BR>>America at last can get it. We can save hundreds =
of=20
billions by <BR>>adopting electronic medical records, rewarding =
outcomes=20
instead of <BR>>procedures, providing incentives for personal =
responsibility,=20
and <BR>>starting a National Cure Center to cure chronic diseases. As =
we=20
<BR>>achieve those savings, we should use them to give small =
businesses=20
<BR>>access to the same health plans as members of Congress -- and to =
<BR>>make sure all parents in America have the responsibility and the =
<BR>>means to afford health insurance for their children.<BR>>2. =
Fiscal=20
Responsibility and Ending Corporate Welfare. We'll never <BR>>build a =
new=20
social contract if we don't repair the broken contract <BR>>between =
the=20
American people and their leaders. We can only achieve <BR>>universal =
service, college, pensions, and children's health care if <BR>>we're =
willing=20
to cut and invest to pay for them. The place to start <BR>>is by =
ending=20
corporate welfare and the Hack-ridden government that <BR>>fuels=20
it.<BR>><BR>>One prominent Bush appointee allegedly threatened to =
fire a=20
career <BR>>government actuary if he told Congress how much the =
prescription=20
<BR>>drug bill would explode Medicare spending. Remember the good old =
<BR>>days when Republicans went to jail for covering up burglaries =
and=20
<BR>>conducting covert wars against Communism? Now they're under=20
<BR>>investigation for covering up massive social spending. No wonder =
<BR>>conservatives are unhappy. It's as if Oliver North were running =
a=20
<BR>>secret Head Start program in the White House =
basement.<BR>><BR>>3.=20
Tax Reform to Help Those Who Aren't Wealthy Build Wealth. =
<BR>>Americans=20
shouldn't have to start rich to get rich, and ordinary <BR>>Americans =
shouldn't have to hire an accountant to get ahead. We <BR>>propose a =
tax=20
reform plan that makes sure no middle-class family <BR>>with an =
income of=20
under $100,000 will ever have to pay an effective <BR>>income tax =
rate of=20
more than 10 percent. Our plan cuts the number of <BR>>tax brackets =
in half,=20
closes dozens of loopholes by setting a <BR>>corporate flat tax, and=20
simplifies the tax code by offering four <BR>>superincentives: a =
$3,000=20
refundable college tax credit, a universal <BR>>mortgage deduction, a =
simplified family credit for families with <BR>>children, and a =
universal=20
pension that replaces the current <BR>>hodgepodge of 16 existing =
IRA-type=20
accounts.<BR>><BR>>4. A New Strategy to Win the War on Terror. If =
Karl=20
Rove could have <BR>>had his way, Bush's re-election slogan would =
have been,=20
"Four More <BR>>Wars!" Rove invented a perpetual motion machine: =
Republicans=20
fail on <BR>>national security, which invites Democratic criticism, =
which=20
lets <BR>>Republicans attack Democrats for lack of resolve, which =
buys them=20
<BR>>more time to fail on national security.<BR>><BR>>We need a =
new=20
strategy that uses all the tools of American power to <BR>>make our =
country=20
safe. America must lead the world's fight against <BR>>the spread of =
evil and=20
totalitarianism, but we must stop trying to <BR>>win that battle on =
our own.=20
We should reform and strengthen <BR>>multilateral institutions for =
the 21st=20
century, not walk away from <BR>>them. We need to fortify the =
military's=20
"thin green line" around the <BR>>world by adding to the Special =
Forces and=20
the Marines, and expanding <BR>>the Army by 100,000 more troops. We =
should=20
give all our troops a new <BR>>G.I. Bill to come home to. Finally, we =
must=20
protect the homeland and <BR>>our civil liberties by creating a new =
domestic=20
counterterrorism <BR>>force like Britain's MI5.<BR>><BR>>5. A =
Hybrid=20
Economy that Cuts America's Gasoline Use in Half. When <BR>>we were =
kids, we=20
used to watch Shell gasoline ads of drivers on the <BR>>Bonneville =
Salt Flats=20
trying to prove that the company's "extra <BR>>mileage ingredient" =
would=20
squeeze out a few more yards per gallon. <BR>>Today, we can achieve =
real=20
breakthroughs. We can cut our use of <BR>>gasoline in half over the =
next=20
decade by accelerating energy <BR>>research and by embracing a =
technology=20
that already exists -- the <BR>>plug-in hybrid, which in combination =
with=20
alternative fuels has the <BR>>potential to deliver 100 miles per=20
gallon.<BR>><BR>>America should usher in the Hybrid Economy, a new =
era of=20
energy <BR>>efficiency and innovation that can save the auto industry =
and the=20
<BR>>planet at the same time. Instead of sending tens of billions a =
year=20
<BR>>to support corrupt regimes whose neglect and corruption keep=20
<BR>>terrorism alive, we can end our dependence on a dangerous region =
