Hi GPAX People,
On Tuesday I sent an attached impeachment handout for use in
demonstrations on Saturday. One GPAX list rejected it automatically
because it said the file was too large. Anne and Aimee just asked me
to send it again. I can't send the whole thing in any way except as an
attachment because the end of it is printed in double columns that are
unintelligible when cut and pasted onto an email. But I can send the
first part with the core argument so you can figure out if you're
interested. Feel free to use and adapt it however you want.

The second section is applicable to New England only. Outside New
England an appropriate comparable argument will need to be made up.

The third section is the contact information for New England
congressional representatives. Outside New England the appropriate
representatives' information has to be plugged in.

Richard Duffee: Here's the text of the first part:

CONGRESS HAS THE DUTY TO IMPEACH, THE GREEN PARTY SAYS: Your
Congressperson took this oath: "I, ___, do solemnly swear (or affirm)
that I will support and defend the Constitution of the United States
against all enemies, foreign and domestic; that I will bear true faith
and allegiance to the same; that I take this obligation freely,
without any mental reservation or purpose of evasion; and that I will
faithfully discharge the duties of the office on which I am about to
enter. So help me God." Among those duties are these 4 of the first 10
rules of the Code of Ethics for Government Service: 1. Put loyalty to
the highest moral principals and to country above loyalty to
Government persons, party, or department. 2. Uphold the Constitution,
laws, and legal regulations of the United States and of all
governments therein and never be a party to their evasion. 9. Expose
corruption wherever discovered. 10. Uphold these principles, ever
conscious that public office is a public trust.
So DEMAND ANSWERS for THESE QUESTIONS:
=B7=09The rationale for the resolution purporting to authorize the
military occupation of Iraq was based on false and misleading
statements by the president. Isn't lying to Congress a felony under
federal law?
=B7=09Executive branch officials are holding prisoners without access to
legal process. Isn't this kidnapping?
=B7=09Executive branch officials conducted warrantless wiretapping of
Americans. Isn't this a felony under the Foreign Intelligence
Surveillance Act?
=B7=09Executive branch officials interfered in federal prosecutions,
removed federal prosecutors for noncompliance with political demands,
and committed perjury before congress when asked to remember critical
facts relevant to the prosecutors' removal. Isn't this obstruction of
justice?
=B7=09The president has defied subpoenas duly issued by Congress. Isn't it
the duty of Congress to enforce its subpoenas with a contempt citation
and to enforce that citation by appropriate legal means?
=B7=09The president has violated provisions of international law governing
torture. Isn't this felonious conduct under federal law?
=B7=09The president has issued "signing statements" authorizing or
directing federal employees to violate selected provisions of duly
enacted laws. Isn't this contrary to his constitutional oath to see
that the laws are faithfully executed?
=B7=09Officials of the executive branch maintain contracts with armed
civilians that purport to authorize the killing of other civilians.
Isn't this a violation of the laws prohibiting homicide?
=B7=09As commander-in-chief, the president has permitted the misdirection
of billions in cash and government property and has failed to equip
soldiers properly. Isn't this felonious conduct under the laws
governing the misuse of military assets and other government property?
=B7=09Aren't you and the other members of the House of Representatives the
only people in America who can hold the president accountable for
these crimes and isn't it your responsibility to do that, regardless
of the political consequences?
=B7=09If you fail to hold the president accountable, aren't you setting a
precedent for future presidents and future congresses not to hold the
executive accountable for high crimes?
=B7=09Aren't you concerned that your failure to act will be seen as a
deliberate step in the creation of a presidency that is no longer
subject to the rule of law?
=B7=09Why should you be re-elected when you have not fulfilled your oath
of office by demanding investigation to see whether Bush and Cheney
should be charged?
=B7=09Why should we trust that any candidate who will not demand
impeachment intends to restore the Constitution?
=B7=09We pledge our allegiance to a Republic, but the US, with 725
military bases in 132 countries, is a de facto empire. Republic and
empire cannot co-exist. Empire is rule over the unwilling, and so
requires secrecy, fraud, and violence. A Republic is rule by consent,
and so requires openness, honesty, and tolerance. Do you decline to
defend the Constitution because you have already signed on to empire?
