  SUBJECT: Walking Nature Trail, TASER USE POLICY!, more Green Space and Parks to be purchased by Magee City and for more Sidewalks.
   
  Dear Aldermen,
  We would like to address 4 issues.
    
   Nature/Walking Trail along the Creek on Our Property: We would like this to move forward as we brought this up 2007. We contact the MS Governor’s "Let’s go walking Mississippi" program and was refered to Wade Overstreet of Blue Cross/Blue Shield which gave 3 million dollars to MS State for "Preventive Health Projects". (2006) He sounded positive about helping with the walking trail for the 2 sets of stairs, painting crosswalk and any improvement to the Parking area by the H.S. running track. His phone number is (601) 664-4703. He also said a coworker, Kevin Spera, would be able to come down here to look at the Project/Nature/Walking Trial and meet with us and someone from the city. (the only contact for him that we have is email; "Kevin Spera" KSpera@bcbsms.com ) People already use the H.S. running trfor morning and evening walking and exercise and we feel that this would be an asset to those who enjoy their walking and for their health. We would want for our safety, and
 safety of our personal belongings (farm equipment, mowers, etc), and as the right of being the owners of the property for and agreement to restrict the walking trail a certain distance from the creek (say 35 ft. from center or 25 ft from the top edge) and that the agreement would have to be renewed every 5 years. Also, we would want the hours restricted to ½ hr. before sunrise to ½ hr. after sunset. We hope that the City attorney will help us with drawing up the agreement, using the one that we gave you in 2007 as a starting draft. (no motorized vehicles, but bicycles O.K.)   
   The use of TASERS: Lynn and I set up a 501(c)(3) Social Service Agency in St Petersburg, FL near 5 Day Labors. Only less than half of the people that showed up often got work for the Day. We rented a storefront and had computers that clients could use, received mail for Job applications, medical appointments and so that the client could receive mail from family (Support Net). We had a clothing room where we distributed clothes that the community donated, a "Book Exchange", took phone messages for clients, gave showers and ALWAYS had coffee and pastries as well as donated bread, a weekly AA meeting and a weekly Bible Study. We always stress that our clients were more important than the volunteers were and the "Outreach" was theirs. We had no paid staff, but had a 9 to 11 member Board of Directors with monthly meetings, which I was the Board President for 2 years. We had concerns for the abuse of Tasers and had the County Sheriff’s Community relations officer come to hear
 our concerns of the misuse of Tasers, especially on the disabled, with physical or mental health issues. Please see the last 2 pages of this package for more information. We are concerned for the Magee Police getting Tasers now. We feel that they need to be only used with extreme discretion and with strict guidelines for their use. The Company, "TASER International, Inc" is out to make profits and their information on their products can be misleading, claiming they are "Harmless". They say they cause no permanent harm, but the "fuller truth" is that is that they can and have cause harm, both mentally and physically including death (over 160 cases!) and long term mental problems of anxiety and PTSD (post traumatic stress disorder). This is especially true when they are abused or used as "Punishment" by a police officer. Punishment is for the Courts to decide not a policeman. We were given assurance by Chief Davidson that there was much Thought and Research put into the
 Guidelines and Policy for the use of the use of a TASER. We greatly appreciate this, and hope that is successful in the prevention of the misuse of the TASER and he said the issues for not using them on CITIZENS already handcuffed, children, pregnant women and with discretion if used on CITIZENS with mental health issues. Please see the articles that we included are read. They include some "horror stories". Perhaps, there should be a Citizens Review Board to review if they are used within the policy and guidelines!  
   We hope that as Magee grows, so does the City own "Green Spaces" as well as having more parks: A priority should be placed on this and NOT just "put to the back burner".  
   We need more sidewalks in Magee: As our 4th issue, this should be a priority and true progress should be made in this area!
  Thank you for your thoughtful consideration of these 4 issues that we bring up. Our Alderman, Mr. Brown has assured us that we are always Welcomed at the Board of Aldermen’s meetings for Citizen Input and comments and to keep us informed and to be a positive part of Our Community of Magee. We feel Magee is one of the most beautiful and best cities/Communities in Mississippi and America.
