[Pnp-wg] Update on Specific apportionment plan

I gave VA an asterisk by mistake. They should have been included with the
non-asterisk "2's" as I could not find sufficient published data from the
Virginia Greens to make the determination of "under 1000." That's why I
called it a method to provide a starting point, pending revisions of the raw
numbers. I know it's not even close to finished form yet. I truly hope there
won't be too many critiques of it focusing on that one element.

I hope we can keep the discussion focused more on the central concept,
which, like Forrest's idea, is based on believing that reasonable ratios
between the various states is desirable, achievable and that sufficient
information to make those computations exists.
