[Pnp-wg] proposal to eliminate a "no candidate" outcome

I find myself in agreement with the suggestion that future floor rules
should not entertain "endorsement" or "no candidate" options.

I posted a model set of floor rules to this forum. I did not see this
model set in my e-mail, and therefore do not know if other members
here may have missed it:
