[Pnp-wg] Second draft now up

This system has the advantage that it is true to the Key Value of Grassroots
Democracy, in that it polls Greens directly.

I still object to the inclusion of this sentence as its placement seems to
imply that the previous paragraph refers to a method that does not meet the
key value.  Either remove this sentence or add an equivalent sentence to the
previouls paragraph.  It is not as if this sentence adds to the meaning of
the paragraph.  greg
