The proposals look good to me. I would however, give a brief description of the BRPP committee and a blurb about what requirements are for anyone interested in joining.

I'll hold of for now in co-sponsoring, but may change in the future down the line.

Draft proposal

 Twwo draft
proposals. Comments please, and if your state is willing to sign on
as co sponsor, that would be great. Greg

Proposal to create convention rules for the 2008 Green Party National
Nominating Convention

Background: Every four years the GP meeets to nominate a presidential
candidate and a vice presidential candiate as well as vote on its
platform. Conventions need rules and it is up to the GPUS NC to make
sure that rul.es are developed and approved. The GPUS has used several
different aproaches to get rules developed, but often at the last
minute. It would be good to get an early start and develop a process
that can be reused every 4 years.

Proposal. The GPUS Bylaws, Rules, Policies, and Procedures Committee
(BRPP) is, upon the passage of this resolution, tasked by the GPUS NC
to draw up rules for the conduct of business at the 2008 convention.
The BRPP shall have as a starting point the rules used at the 2004
convention, but shall not be restricted to what is in the 2004 rules.

BRPP shall be required to present a proposal to the NC within 6 months
of the passage of this proposal for approval by the NC.

(NOTE there is some disagreement as to whether it is a good idea for
the convention to vote on the rules as well as the NC. I tend to think
the NC should make the rules, but others disagree. It is important
that we consider this in defining the rules, but what I would like to
know is whether or not we want any mention of that in this proposal. I
would not restrict in any way the brpp from making a recommendation on
this in their report/proposal. )

Proposal 2

Proposal to develop an apportionment system for the 2008 Green Party
National Nominating Convention

Background: Someone has to develop the system by which state parties
are allotted delegates to the 2008 Convention and calculate the number
of delegates each state party can send. With the failure of the DAC
proposal it seems prudent to start on this task right away and for sa
standing committee of the GPUS to take on the task. The most logical
committee for this task is the BRPP.

Proposal: The BRPP shall, upon the passage of this proposal, be tasked
with developing an apportionment formula and calculations of delegation
sizes, for the GPUS 2008 convention. BRPP shall be required to present
a proposal to the NC within 6 months after the passage of this
proposal tasking them with this job.
