=93The elections in Iraq appear to be going very well. Voter turnout =20
has exceeded all expectations and we=92re seeing broad participation =20
from the Kurds and the Sunnis and the Shiites. This has to be bad =20
news for the Saddam loyalists and the foreign fighters who regard =20
Iraq as the central front on the war on terror. We may not know the =20
final results of the election for some time, perhaps a matter of a =20
few weeks, but, the Iraqis will have elected their first free =20
representatives. They will be forming their permanent government and =20
will determine for themselves what their future should be, as all =20
democracies do. At the same time, we will see security efforts =20
