Today in Energy and Environment Daily (sub. req=92d), House Majority =
Whip=20
Roy Blunt (R-MO) said that if he remains in power after the November=20
elections, there will be no action on global warming for the entire=20
110th Congress:

Continued Republican House and Senate majorities would likely mean more=20=

of the same on climate. House Majority Whip Roy Blunt (R-Mo.) said he=20
would oppose global warming mandates if Republicans control the 110th=20
Congress. =93I think the information is not adequate yet for us to do=20
anything meaningful,=94 he said.

Actually, thousands of scientists have agreed that global warming is=20
real, humans are responsible for much of it and, unless steps are taken=20=

to reduce greenhouse gas emissions, there will be extremely serious=20
consequences.

61 House members =96 including Rep. Jim Leach (R-IA) =96 understand this=20=

and have co-sponsored Rep. Henry Waxman=92s Safe Climate Act. Waxman=92s=20=

bill is a serious and practical effort to reduce greenhouse gas=20
emissions. You can find more information of the Safe Climate Act at
http://www.house.gov/waxman/safeclimate/index.htm .

Rep. Waxman's proposed Safe Climate Act of 2006 (H.R. 5642) states=20
that, "Science tells us that we face a grave risk of irreversible and=20
devastating global warming if global temperatures increase by more than=20=

3.6 degrees F." It sets greenhouse gas emissions targets that will keep=20=

temperatures below the danger point. The level of emissions is frozen=20
in 2010 and then gradually reduced each year through 2050. The bill=20
achieves these targets through a flexible economy- wide cap-and-trade=20
program for greenhouse gas emissions, along with measures to advance=20
technology and reduce emissions through renewable energy, energy=20
efficiency, and cleaner cars.
