Arkansas Greens got a very pleasant surprise today. We were expecting an appeal of Judge Howard's decision, but now we can put our full energy into campaigning.    SECY. DANIELS CERTIFIES PARTY STATUS FOR GREENS       (LITTLE ROCK, ARK.)-Secretary of State Charlie Daniels today certified the Green Party as a recognized political party in the state of Arkansas pursuant to the August 23, 2006 order of the U.S. District Court for the Eastern District of Arkansas.        Secy. Daniels says he will not appeal the ruling by U.S. District Judge George Howard, Jr.   "One of my responsibilities as Chief Election Officer of the state is to uphold our state's election laws," said Secy. Daniels.  "Judge Howard obviously disagreed with this law in particular, and I respect his decision.  In the hopes that increased ballot choice will result in a corresponding increase in voter participation, I have decided not to appeal his ruling."      As a recognized political party in Arkansas, the
 Greens are eligible to nominate a candidate for each of the races to appear on the ballot.  The Green Party will convene to nominate their chosen candidates for specific races.  Their nominees will then need to file their certificates of nomination with the Secretary of State's office by September 8th in order to appear on the General Election ballot.
