Here is some blog publicity on Texas for Public Justice's account of  
how the Edwards Aquifer is being sold off and sucked dry for private  
profit at far below market value, with a link to the report.

This is the first in a series of what are likely to be Austin area or  
Texas accounts of government mismanagement in many areas, called  
'Watch Your Assets' and funded by Mary Lehmann's 'Keep the Land  
Foundation'.
