Saddam as a threat in ominous, frightening language that even the =20
most bellicose neo-conservatives never managed to surpass.

President Clinton himself, defending intensified U.S. air strikes =20
against Iraq military targets, in 1998 declared "the actual use of =20
force" the "surest way to contain Saddam Hussein=92s WMD program."...=
