Hi Everyone,

We made great progress today in getting some of the coal plant bills added onto
a bill in the Senate, and your voices have helped immensely in making that
happen. More info follows below, and a joint press release will be going out
soon.

Right now your help is urgently needed in calling or emailing your Senator,
urging support of HB 3693 by Rep. Straus. This strong energy efficiency bill was
worked on by industry and environmental representatives and includes quite a few
solid efficiency measures, that lead us on path toward cleaner, healthier air.

The bill does need one change though. The provisions for siting of wind turbines
should be removed from the bill. Birders and wind energy companies have worked
together to develop a voluntary program that is much better thought out than
what is in HB 3693. As written, the siting provision is not helpful in getting
more wind energy in place.

HB 3732 passed in the state Senate this afternoon, and several important
amendments passed as part of the bill.

Relating to the implementation of advanced clean energy projects and other
environmentally protective projects in this state.

HB 3732 passed this afternoon in the Senate, and important amendments passed
that including the following provisions -

That cumulative impacts of pollution sources must be considered in permitting,
within a 200 km radius. This amendment was fought by Sen. Jackson from  Houston
who argued that that power plants wouldn't get built, even if needed.  Averitt
defended the measure, along with Sen. Watson.

That a plant cannot cause or contribute to a non-attainment status for air
quality.

An amendment that requires the Texas Commission on Environmental Quality (TCEQ)
to develop and present a report to the legislature by December 31, 2008, of
strategies to reduce the amount of carbon dioxide emissions that, over the
life-time of the strategy, will result in a net financial saving, or no
financial cost to businesses and consumers of the state. The bill requires TCEQ
to
look at programs implemented by other states and in other countries. (SB 1687 by
Watson)

A cement kiln pilot project for advanced control technology for the reduction of
nitrogen oxide emissions (Brimer/ Harris' SB 1177)
