  Deficits are only perceived as a problem by the govt when the spending is going to someone other than the ruling class. This is why the current bonanza of military/industrial outlays 
  bring no complaints, but the much smaller spending for social programs in the 70's & 80's 
  were a horrendous CRISIS.
